Here, it's a matter of visual acuity. Capt. Stubby apparently cannot tell where the surface of the water is, when it's still. So he reaches his paw into the bowl, then tugs/pulls it toward him, just enough to get the water to slop over the edge. Voila! Instant puddle on the floor, and the surface of the water is "dancing," enough to tell him how deep to dip his tongue. Goofy fuzzer!

I don't have that problem with the big dog bowl I have in the kitchen but I've even had to put a tray under it to catch water splashed when Sari starts a wrestling match in that area with Kali or Penny! One or the other invariably bodyslams the bowl!
